Subject: [PATCH] Set LIBCXX_INCLUDE_TESTS=FALSE when building libcxx

The DLL build fails since we stopped setting LIBCXX_ABI_UNSTABLE=TRUE,
if the tests are enabled (which they are if building against a
non-stripped llvm installation).
