Subject: [PATCH] Update to the latest version of mingw-w64

This fixes the _isdigit_l function for UCRT, fixing iostream formatting
of numbers in certain cases, in cases e.g. like this:
    double test = 1.0 / 3.0;
    std::cout << test << std::endl;
