Subject: [PATCH] test: Waive frexp failures on msvcrt.dll on arm64ec, similar
 to on aarch64

Building crt-test for arm64ec msvcrt.dll doesn't work currently,
but if mingw-w64 is tweaked so that it works, this test does
need to be waived.
