Subject: [PATCH] build-libcxx: Stop hardcoding LIBCXX_HAS_WIN32_THREAD_API

Since a8d15a926689c126c4d316788786e0160cfc1d5d in llvm-project
(October 5th), libcxx stopped autodetecting pthreads on mingw,
making pthreads opt-in instead of opt-out.
