Subject: [PATCH] github: Stop specifying CMAKE_CXX_COMPILER_TARGET

The preinstalled CMake on the ARM64 runners now should be a native
ARM64 CMake, which allows autodetecting CMAKE_CXX_COMPILER_TARGET
correctly.
